پیش زمینه های انتخاب این تاکتیک

تحولات چندی در درون حزب وحدت و در فضای عمومی کشور،بستر و زمینه اتخاذ چنین تاکتیکی را فراهم نمود که در فصول آینده،بیشتر به آنها خواهیم پرداخت و فعلاً به صورت گذار اشاره می کینم:

پس از سقوط رژیم نجیب در سال ۱۳۷۱،شورای مرکزی حزب وحدت به عنوان عالی ترین مرجع تصمیم گیری این تشکیلات و بسیار از چهره های موُثر دیگر در بامیان ماندند و استاد مزاری همراه با عده دیگر عازم کابل شدند.

پس از این جابجایی و جدایی،ایشان در غیاب شواری مرکزی و به دور از مرکزیت حزب،به عنوان دبیر کل و شخص اول حزب،جلودار قافله پراکنده حزب و هواداران آن در کابل گردید.

از دیگر سو،پس از سقوط کابل،حلقات و گروه های مختلفی از طیف جنبش چپ که خارج از رژیم گذشته فعالیت داشتند،و نیز بقایا و ملیشه های رژیم گذشته و هم چنین دسته جات قوم گرا و ملیّت خواه،زیر چتر حزب وحدت اجتماع کردند و بدین ترتیب جریان و مجموعه ای شکل گرفت که با حزب وحدت بامیان تفاوت داشت. 

از جانب سوم،فضای سیاسی_فکری و گفتمان حاکم‌ بر کشور و کلیه تنظیم ها و مجموعه ها نیز دچار دگرگونی گردید و گرایش ها و حساسیت های تباری،جانشین گرایش های ایدئولوژیک و مذهبی شد.

در پرتو این تحولات سه گانه،حزب وحدت هم در هسته رهبری و تصمیم گیری و هم در استراتژی و تاکتیک،دستخوش تحولات بنیادین گردید.

سکان این کشی حزب در اختیار استاد مزاری و گروهی از حواریون ویژه اش که اکثراً تازه از راه رسیده بودند قرار گرفت .
